Overview:  It is important to bear in mind that the CORE was not elected, not hired, not drafted and not ordained. It is sponsored by the San Tan Area Chamber of Commerce as an independent group. The CORE members were selected not only for their diverse perspectives but also for their internal compulsion to build real community and for their experience in transforming ideas and possibilities into reality.  

Composition: Comprised of representatives of the development community and the business community and facilitated by two co-chairs.

Role: To provide mission guidance, oversight and structure for the activities of the entire Greater San Tan Area Coalition (GSTAC) until a duly elected entity or defined structure replaces the CORE. To transition into a Review and Oversight Committee as soon as possible.

Responsibilities:
             
  • To appeal to the best in people and to inspire a belief in citizens that they can make a positive contribution and can together create a future of their own design. Dispel cynicism and empower the community’s aspirations.
  • To act as the steering committee providing structure, policy and organization to GSTAC.
  • To act as a Review and Oversight Committee to deal with issues impacting the quality of life, vision and/or development within the San Tan Area.
  • To appoint members of the Extended Visioning Team and direct them to accurately, fairly and effectively represent the interests of the district they represent.
  • To present issues, challenges or concerns to the Extended Visioning Team facilitators for communication to and feedback from their representative districts or to call for the creation of Visioning Task Forces (VTF) to research and report on specific issues.
  • To ensure that all activities and actions of the Greater San Tan Coalition are transparent and open and will serve/represent the entire community.
  • To monitor the activities the Extended Visioning Team and Visioning Task Forces and remove, replace or supplement membership where indicated.
  • To create a Sub-District plan that will become part of the Pinal County Comprehensive Plan.
  • To gain acceptance of the Sub-District Plan by neighboring municipalities.
  • To represent that Sub-District Plan in Review and Oversight Committee actions.

Authority:   Initial CORE authority is delegated by the Board of Directors of the San Tan Area Chamber of Commerce and CORE action must have approval by majority of the CORE members. Within the CORE committee, the authority lies with the Co-Chairs. The San Tan Area Chamber of Commerce provides sponsorship of the Coalition (GSTAC) as a non-partisan community action group and as such provides no oversight of the Coalition nor is it responsible for its actions. Once fully formed, authority will be derived from the residents (representational authority) within the Greater San Tan Area borders.

Accountability:   CORE Committee members are accountable to the Co-Chairs and to the GSTAC committee as a body. Ultimate accountability of the GSTAC will rest with the acceptance by the citizens.

Committee Operation:  The CORE will meet in regularly scheduled, agenda-driven meetings. The activities and actions of the CORE will remain confidential until the public portion of the Coalition activity commences. Meeting summaries will be available upon notice for public disclosure if required. Public disclosure especially to the media will occur only upon agreement of the
